ADGM is formed around a practical modernization thesis: counter-UAS capability can be advanced by upgrading the ammunition layer while preserving existing platforms, operator familiarity, logistics, and support ecosystems.

The programme is intentionally structured as a reusable technology base rather than a single one-off round. Public information remains high-level and non-sensitive, with detailed technical material reserved for qualified, lawful, need-to-know processes.
